Tips for US-Bound Nurses

Get Your Social Security Number (SSN): It is important to apply for SSN upon arriving in the US at the Social Security Office near your place of deployment. You may seek the help of the Human Resource Department of the hospital where you will work. Most State Boards requires the SSN to get your permanent nurse license, be a registered rurse and practice your profession. Without the SSN, you may not be able to secure your license and will not be allowed to work. Securing SSN takes between 10 to 30 working days while the processing for the RN License takes 30 to 90 days.

Don’t Overspend: The contract you signed in the Philippines may include a clause stating that for the first 90 days of your stay in US, the hiring hospital will provide for your needs and you will receive an allowance or stipend. The usual stipend is USD 1500 to USD 2000.

The stipend may seem like a large amount but the truth is, it will barely cover your expenses. Normally, the accommodation they provide is a one-room apartment with free water and electricity. It has a stove, ref, sofa, TV, and a bed. You need to buy your utensils, plates, spoon, fork, bed sheets, food, and other personal items. Some hospitals have these things included in the package but some do not. It is a must to inquire about these matter to your agency. You need to spend frugally until you earn your first paycheck. Until then, you have to live with the stipend unless you brought some pocket money before leaving the Philippines.

Learn to Drive in the Philippines: If you can, you need to learn to drive and secure a driving license in the Philippines. Knowing how to drive in the US is not a luxury but a necessity. There are public transport facilities available but it is very time consuming and inconvenient to wait for buses, and taxis at times. When you have a Philippine driver’s license, some State allows you to drive for one year as long as your license is valid. Another thing is, if you provide a Philippine driver’s license when you apply for a driver’s License in the US, you are exempted to take the drug test. On top of these, you will also have a big edge in passing the driving test. It is also lot easier and less expensive to learn to drive in the Philippines than learning it in the US.

Learn about the US Hospital Environment: The Philippine Hospital environment is totally different from those in the US, from the way they treat their patients, the patients themselves, the equipment used, and the procedures. Don't be fooled of the patient-nurse ratio of five patients to one nurse in the US against forty patients to one nurse in the Philippines. The procedure necessary for you to handle five patients in the US exceeds the procedure in handling forty patients in the Philippines. The documentations alone consumes so much time. You need to be ready for this. Orientation period is usually six weeks (on the floor) after the classroom orientation. You need focus and alertness on the work floor. It appears that it is during the orientation that you will experience difficulty but will soon get use to it in no time.

Practice Talking and Listening in English: You need to be adept in English comprehension. This should be easy because Filipinos are very good in English. However, the way Americans speak English is different from the way we do in terms of pronunciation and accent. Many foreign nurses find it difficult to understand doctor’s orders. The key solution is practice. The more you practice, the easier it would be for you.

How to become a nurse in the US

Nurses have been in-demand in the United States due to the increasing aging population. And because of this, more and more nurses are expected to retire on 2010. Aside from that, lesser and lesser youths in US are interested in taking up this field.


In more than 10 years, nearly 90, 000 nurses left the country to put their knowledge into practice. Filipino nurses in U.S can earn up to $3,000 to $4,000 a month.

According to RCM Health Care Services vice president Michael Saks, Filipino nurses are highly preferred to work in US not only because of their education but most importantly because of their work ethics and loyalty. They work until late at night without even questioning.

Those who desire to work as a nurse in US here are some ways on how you can apply:
    1.      Obtain licensure as a nurse (RN or LPN/LVN) in the United States.
Licensure requirements differ from state to state; you must contact the Board of Nursing in the state where you wish to practice in order to verify the respective and current licensure requirements. Also keep in mind that endorsing (transferring) licensure to another state will also have different procedures depending on the respective state.

2.      Obtain a visa to work legally in the U.S. whether temporary or permanent visa. 
It is important to acquire proper visa to avoid any unlikely incident. Detailed information regarding visa application and policy should be obtained from the Bureau of Citizenship and Immigration Services (BCIS).

3.      Obtain CGFNS Certification Program (CP) and the CGFNS Credentials Evaluation Service (CES).
CGFNS is an independent, not-for-profit and immigration-neutral organization committed to protecting the public by ensuring that foreign-educated healthcare professionals are eligible and qualified to meet licensure and other U.S. practice requirements. CGFNS is not a government organization, nor does it recruit international professionals for employment in the U.S. The two main programs that CGFNS offers that are required by the majority of the U.S. Boards of Nursing in order to obtain registration/licensure as nurse in the United States are the CGFNSCertification Program (CP) and the CGFNS Credentials Evaluation Service (CES). The BCIS requires the VisaScreen certificate from CGFNS for healthcare professionals seeking an occupational visa in order to work in the U.S.

The CGFNS Certification Program (CP)

The CGFNS Certification Program (CP) is designed specifically for first-level general (Registered) nurses educated outside the
United States who wish to pursue a career in the U.S. as registered nurses.

The program is comprised of three parts:
·         a credentials review of your nursing education, registration and licensure;
·         the CGFNS Qualifying Exam testing nursing knowledge (offered three times a year in over 40 test sites worldwide); and
·         an English language proficiency examination.
Test of English as a Foreign Language (TOEFL), administered by the Educational Testing Service (ETS)
Test of English for International Communication (TOEIC), administered by the Educational Testing Service (ETS) Passing Score: 725

All English language proficiency scores are valid for up to two years from the date of administration. Passing scores on both the CGFNS Qualifying Exam and an approved English proficiency examination must be attained within two years of each other in order for both scores to be accepted as successful completion of theCertification Program. Scores must be forwarded to CGFNS by the examining institution. After successfully completing all three parts of the Certification Program, an applicant is awarded a CGFNS Certificate.

In order to be eligible for the CGFNS Qualifying Exam, you must have completed a minimum number of hours of both classroom instruction and clinical practice in:
·         Adult Medical/Surgical Nursing,
·         Maternal/Infant Nursing (Obstetrics),
Excluding:
·         Gynecology,
·         Care of Children (Pediatrics), and
·         Psychiatric/Mental Health Nursing, excluding Neurology.

If you have not completed any and/or a sufficient number of hours in each of the above areas, you will be ineligible to take the CGFNS Qualifying Exam until you complete an entire course (both theory and clinical) in the deficient area from a government-approved nursing school.

You must also have been registered as
·         first-level (Registered) nurse in your country of education, and
·         currently hold a registration/license as a Registered Nurse in some jurisdiction, and verification of both registrations must be sent to CGFNS directly from the licensing body (ies).

The Credentials Evaluation Service (CES)

The CGFNS Credentials Evaluation Service (CES) is a report prepared by CGFNS for a Board of Nursing, university, immigration office, employer, etc. This report analyzes the education and licensure earned outside of the
United States in terms of how it compares with U.S. standards and expectations.

There is no examination included in this program; once all documentation, fees and a completed application are received, a report will be prepared and submitted to the recipient (i.e.,Board of Nursing , U.S. college/university [if applying for academic admission], an employer, etc.) as well as a copy to you, at which time the Board will determine whether or not you are eligible to take the national licensingexamination for nurses in the United States--the NCLEX-RN? or NCLEX-PN? Examination--which is required for all nurses in order to practice in the U.S.

The ICHP VisaScreen: Visa Credentials Assessment

If you are also interested in obtaining an occupational visa in the United States as a registered or licensed practical/vocational nurse, you are also required, by virtue of the 1996 immigration laws, to obtain a VisaScreen Certificate.

The VisaScreen Certificate is issued after a complete evaluation of a professional's credentials to verify that he or she meets the minimum federal requirements. The Certificate must be received before the BCIS will issue an occupational visa to the applicant to live and work as a professional in their field in the U.S. The International Commission on Healthcare Professions (ICHP), a division of CGFNS, administers this screening process, which is called the "VisaScreen: VisaCredentials Assessment".

The VisaScreen program is comprised of three parts:
  • a credentials review of your entire nursing education (educational requirements same as those for the Certification Program) and all registration/licensure that you have held and currently hold,
  • successful completion of either the CGFNS Certification Program or the NCLEX-RN? (for registered nurses), and
  • successful completion of a group of approved English language proficiency examinations.

Upon successful completion of all parts of the VisaScreen Program, you will obtain the VisaScreen Certificate, which you must present to the BCIS at your final consular interview.

Documents required for any CGFNS Program

In order for CGFNS to complete an evaluation of your credentials for CP, CES or VisaScreen, the following documents are required:

  • A completed application form
  • Full payment for the program/service to which you are applying
  • A FULL transcript with an official school seal/stamp,
Mailed to CGFNS directly from your nursing school, verifying the total number of hours of classroom instruction (theory) and hours/days of clinical practice you completed in each of the courses you completed during your professional training/nursing program. Work experience CAN NOT be accepted as an alternative to lack of instruction/training undertaken during your educational program. For theCertification Program , your transcripts must be accompanied by a completed "Nursing Education Form". For both the CES and VisaScreen, your transcripts must be accompanied by a completed "Request for Academic Records" form.

  • A validation of your original registration/license as a nurse mailed to CGFNS directly from the authority which issues registrations/licensure in your original country of education (if applicable). If your diploma gives you the right to practice nursing in your country, your nursing school or the Ministry of Health must also validate your diploma to CGFNS.
  • A validation from any other licensing authority where you hold a license as a registered and/or practical nurse (if applicable).
  • A photocopy of your secondary school diploma (high school); OR, if you no longer have your original diploma, an official letter with the school seal/stamp and signed by the principal
It must be sent to CGFNS directly from your secondary school verifying your full dates of attendance and date of completion/graduation.

How to be a Teacher in America

The Philippine Overseas Employment Administration or POEA is the central government authority under the Department of Labor and Employment in charge of regulating the employment of Filipino workers and professionals overseas.  The POEA likewise administers a host of services to promote and facilitate the employment of qualified Filipino manpower in many parts of the globe.  As a public employment service institution, it maintains an in-house recruitment and job placement facility known as the Government Placement Branch or GPB.

The GPB serves as an alternative facility in the hiring of Filipinos for overseas employment.  It boasts of years of experience dating back to the 70’s in the recruitment and placement services primarily for foreign governments and select non-government employers.  It has deployed thousands of top-caliber professionals and workers to construction, production and service industries of countries in the Middle East, Asia, United States and Europe.

The Administration shall conduct a nationwide, multi-media and sustainable grassroots information campaign to create public awareness on the realities of overseasemployment.

The POEA is paving the way for an OWWA Membership Pre-Departure Orientation (PDO) Program.

The Administration shall have the responsibility of providing orientation to officials and staff of licensed agencies and foreign employers on the requirements, standards, laws and regulations in the recruitment andemployment of Filipino workers.

Dealing with Recruitment Agencies

What are recruitment agencies? What are they and what do they do? Well, a recruitment agency is a manpower or staffing avenue that recruits, assesses, trains, and deploys Workers. It helps its members get a job by finding employers for them.  Aside from getting you an employer, they also take charge in processing your papers which is very helpful and convenient for the job applicants. They may be either landbased or seabased. Landbased naturally means you’re working on land while the other is aboard a ship like captains, seafarers, or seamen.


Illegal Recruiters

Many OFWs are very thankful for these recruitment agencies. It is just logical that their services are paid for and most Pinoys sacrifice paying for their services for a promise of a better future. Now, the problem is, so manyrecruitment agencies can be found here in the Philippines and some of them only give you promises that will end as a promise only.

These are illegal recruiters. They get money out of ignorant or misguided Filipinos, mostly from the provinces and tell them they will find them a good job abroad. The poor fellow would need to pay certain fees. Some pay up to a hundred thousand pesos and sell their land but find out, too late, that they have been fooled.

Don’t be the next victim! Find out if you’re dealing with the right and legal agency. Do not pay anything unless you’re a hundred and one percent sure that they are legal. How? Follow the following:

Determining illegal recruiters:

Now, let’s say you discovered an illegal recruiter. What do you do? Don’t consider not doing anything an option. Why? Because these opportunists would do it again and again. The reason why illegal recruiters are still here and are growing in number is because no one reports them. Report to the authorities, at once. File your complaints at the Legal Assistance Division of POEA. You can find its office at  the 4th Floor of POEA Building or you can report them at the nearest POEA/DOLE regional office or NBI, PNP, Police Authorities in your area.

Guidelines when dealing with recruitment agencies:

1. Do not apply at recruitment agencies not licensed by POEA.
  
2. Do not deal with licensed agencies without job orders.
 

3. Do not deal with any person who is not an authorized representative of a licensed agency.
 

4. Do not transact business outside the registered address of the agency. If recruitment is conducted in the province, check if the agency has a provincial recruitment authority.
 

5. Do not pay more than the allowed placement fee. It should be equivalent to one month salary, exclusive of documentation and processing costs.
 

6. Do not pay any placement fee unless you have a valid employment contract and an official receipt.
 

7. Do not be enticed by ads or brochures requiring you to reply to a Post Office (P.O.) Box, and to enclose payment for processing of papers.
 

8. Do not deal with training centers and travel agencies, which promise overseas employment.
 

9. Do not accept a tourist visa.
 

10. Do not deal with fixers.

How to be a Seaman or Work at Seas

If you have always loved boats, the water and all things nautical, you might want to become a Seaman or work on the seas.

What is a Seaman?

A Seaman is NOT classified as a laborer. Instead, he/she is intended to include any person that furthers the mission of a vessel while assigned to that vessel or to a fleet of vessels.

Employees serving onboard restaurant boats, tankers, freighters, jack-up rigs, semi-submersibles, towboats, tugboats, supply boats, lay barges, barges, fishing vessels, casino boats, and others, regardless of whether or not those boats are moored at port, can be classified as Seamen under the Jones Act, so long as the boat is in navigation during hours of operation.

Work environment

Working in or on the seas and oceans means working in all kinds of weather--and damp, cold conditions are common. Many newer vessels are air-conditioned, soundproofed and comfortable. However, you may be on board for long periods.

There is always the possibility that you may have to abandon ship (due to collision or other misfortune), or the risk of injury or death from falling overboard. Thus, a life jacket must always be within reach if not worn.

While at sea

Aboard a ship, the chain of command insures safety and assigns responsibility. Crews change with the seasons and only a few stay to become officers. Sometimes the people drawn to these positions are megalomaniacs but there are also the caring, patient, and knowledgeable ones who may become mentors and friends.

1. Familiar with nautical terms and safety procedures.
2. Know the basics of cooking and provisioning

Career Path

There are two routes available to individuals interested in a career at sea:
  1. Personal Approach
    • Contact vessel operators and crews
    • Contact placement agencies or crewing agents and job employment sites as well as the unions that represent seafarers and sign on as an unlicensed engine room crew member. 
       If you want to try the personal approach, you will need to go where the yachts are: In the Caribbean go to the British and U.S. Virgin Islands, Grenada, and Antigua; in Europe, Antibes in the south of France, Palma de Mallorca in the Balearic Islands of Spain, and Piraeus, the port for Athens.
  1. The second route is to enroll in an approved officer cadet training program, most of which are three years in length and provide the most direct route toward certification.

The crew on large luxury yachts—yachts at least 100 feet in length—include a captain, engineer, chef, chambermaids, stewards—even nannies and butlers. Charter fees start at $40,000 a week. Even if you aren't qualified for a senior position, there is always a need for kitchen hands, stewards, deckhands, and a whole host of other crew.

The crew receives a monthly salary comparable with that on the mainland and share tips (10 to 15 percent of the charter fee). If it is a privately owned yacht and not on charter, the salary can be excellent, though there will probably be fewer tips. As your meals and accommodations are provided, you can save a lot of money very quickly. One steward bought two houses in the U.K. and a house in France in her first eight months of work.

How To Apply For an Overseas Job With An Approved Job Order

It is common for many jobseekers that are looking for an overseas job to get excited when they see an advertisement for a job abroad that suits their skills and qualifications. They will immediately send their resume to the agency and may be contacted for an initial interview. Yet after some time, they will not hear from the agency again and wonder what happened to their application.

One of the reasons why it may took a while for some agencies before contacting an applicant again is that the job advertisement is probably for manpower pooling only. The notice “For Manpower pooling only” in job advertisements mean that the agencies are only gathering applicant’s résumés that they can present to a prospective foreign employer. There is still no employer or the Philippine Overseas Employment Administration (POEA) has not yet approved the job order.  Agencies are allowed by the Philippine law to post these kinds of job openings.

The agency will only contact the qualified applicant when the job order has been approved by POEA and there is already and employer that is ready to interview and hire applicants.
So if you want to work abroad fast, it is not enough that you apply for overseas job openings. You need to apply for an overseas job opening with an approved job order from POEA. This is because there are many job openings that are posted only for the purposes of manpower pooling. If a job opening has an approved job order, then it means that there is already an employer that may interview and hire you soon.
